Referee Guidance on Derogatory Language and Discriminatory Actions

on Matchday

If you heard derogatory language or witnessed discriminatory actions:

  • Address the incident in accordance with IFAB Laws of the Game and event rules of competition.
  • If necessary, pause the game to address the incident.

If a player or coach reports being subject to derogatory language or discriminatory actions, which you did not hear or witness directly:

  • Pause the game at the next appropriate stoppage to address the alleged incident.
  • Learn from the participant exactly what is alleged and determine if it is a situation that warrants immediate attention. Be sure to get a description using specific language (e.g. exact word states as well as actions/language used).
  • If it does not warrant immediate attention, take notes of the allegation so it can be reported postgame (see Reporting).
  • If it does warrant immediate attention, temporarily suspend the game so that the incident can be addressed immediately.

Addressing the Allegation

The referee will gather coaches from both teams and at least one of the other referee or club official as a witness to discuss the allegation.

The coach communicating the allegation explains the situation fully to the center referee and the opposing coach. Describe the allegation utilizing the following:

  • Use exact words.
  • Describe actions/language.
  • Convey objective details as opposed to subjective interpretations.

Subsequent Steps

If the allegation is confirmed, the coach should consider immediately removing the individual(s) responsible in accordance with the Member Organization, league, or event guidelines.

If the allegation is not confirmed, document the incident for potential future action.

Whether the allegation is confirmed or not, the center referee will decide to resume or abandon the match based on the safety of the environment.

Reporting

The referee should notify the Referee assignor of the incident and submit an incident report (Supplemental Report) within 24 hours detailing the allegation and, if applicable, actions taken.

If applicable, Assistant Referees should provide statements for the incident.
